President and CEO

Julius M. Smoak is the President and CEO of Global Consulting and Mechanical Services, LLC.
Having nearly twenty years of experience in power generation environments with an extensive working knowledge and success in mechanical, operational, project management, staff support, outage, and international business development.

Mr. Smoak is a senior executive with extensive U.S., Canada, and Middle East program management, construction management and general management expertise in managing multi-million dollar projects in the power generation and construction industries.

Areas of strength include; full P&L responsibilities, construction management, financial management, information technology, strategic planning, program management and large capital construction and EPC.

William J. Austin

William J. Austin

Vice President of Operations

William J. Austin is the Vice President of Operations for Global Consulting and Mechanical Services, LLC. Mr. Austin has over 17 years of experience in the power generation space ranging from conventional, simple cycle, combined cycle and nuclear with increasingly responsible capacities.

Mr. Austin oversees operations including safety, human performance, site oversight, problem solving and customer interface he is also responsible to develop and manage the performance of Technical Advisers, Protect Managers and Operations Managers as well as continue to maintain a broad network of relationships that support sales, staffing, talent management, sales and service.

Director of Business Development

Terry R. Hinson is the Director of Business Development for Global Consulting and Mechanical Services, LLC. With over 15 years of experience in the power generation sector with extensive experience in project execution, contract management, staffing support, as well as both international, domestic business development.

Mr. Hinson combines experience in operations planning, financing, contact performance management, process excellence, marketing, sales and the ability to match the company’s potential with customer needs with product or services.
